R. Gil Kerlikowske, Director, National Drug Control Policy, US says:

‘I believe we have historically been over-reliant on incarceration … [we] see drug addiction as a disease and view the criminal justice system as a mechanism …drug addiction is a chronic and progressive disease. Programmes should include … intensified monitoring via drug testing and other means to ensure abstinence’
