Evgeny Brun, Russia’s Chief Drug Specialist:

“Drug addicts should be hospitalized like mental and psychiatric patients. There is a law on psychiatric help and human rights observation when rendering such assistance. Clause 29 of the law permits the psychiatrist to put a patient in hospital, if leaving him/her without medical help could lead to irreversible consequences, including death. We have many such cases. Unfortunately, we have no law allowing compulsory hospitalization of drug addicts.”
