Once other countries committed to the war on drugs see that New Zealand has successfully ended the cat and mouse game on legal highs by introducing the Psychoactive Substances Bill http://sco.lt/8ikSW1 – a metaphorical nuclear strike to ban every legal high and use enforcement agencies to arrest users and suppliers  – contrary to the article above they may conclude there is a way to keep up –  and might follow suit with a similar once and for all nuclear strike.
