Governments everywhere are struggling to cope with an increase in new substances known as “legal highs”, the UN’s latest World Drug Report says.
Most countries have played a cat and mouse game to keep banning/prohibiting new legal highs.
In August the Pschoactive Substances Bill in New Zealand wil make it the first country in the world to blanket ban every (past, present or future) legal high.
But banning or making these drug illegal is not the way forward.
