There is rhetoric, perceptions and reality …. law enforcement are stepping up on prohibition through arrests and the government & agencies through drug testing. 

It makes you wonder whether drug laws are indeed intended to control control drugs or are they an important vehicle to control ethnic minority groups and the discarded working class.
