  1. Minister of Health, Hon Tom McGuigan said in Parliament on the passing of the Misuse of Drugs Act 1975, that the Police were getting powers to which they were not entitled. The advice advice of e Blake Palmer cmte was that the prohibitions should only be tried as long as they were successful (and reviewed in ten years).
